
Project Overview and Objectives
Following a competitive tender process, ClearView was awarded the contract to deliver the installation. The project needed a large-scale, integrated network that could cover multiple locations, link to a central monitoring hub and remain simple for operators to manage.
Key objectives included:
- Deliver reliable CCTV coverage for five priority sites: Knoll Road, Main Square, Frimley Lodge, Frimley Green and Lightwater, ensuring every key access point, parking area and pedestrian route was fully monitored.
- Eliminate any sort of vandalism and anti-social behaviour through a visible and proactive deterrent.
- Establish fast incident response and accurate evidence gathering, ultimately providing high-definition footage that could be reviewed in real time and used in official investigations.
- Integrate all locations into a single, centralised control point.
- Ensure the system was secure, scalable and user-friendly, designing the setup so that future expansions or upgrades could be completed without disruption to existing operations.
- Provide a solution that was built for the long-term, including durable hardware and a clear maintenance plan to protect the Council’s investment.
ClearView’s Solution
High-Performance, Site-Specific Coverage
ClearView installed 79 CCTV cameras across five locations, using a tailored mix of PTZ, dome & bullet cameras. PTZ cameras provide flexible, long-range views of large car parks, while dome and bullet models cover high-traffic areas, entrances and payment points. This combination ensures full, high-definition coverage across all monitored spaces.
Integrated Audio for Deterrence
Ten speakers were positioned alongside cameras, enabling operators to deliver live or pre-recorded warnings. This real-time intervention helps deter anti-social behaviour and reassures the public of active monitoring.
Reliable Multi-Site Connectivity
Where network links were available, sites connected directly to the central hub. Others used secure wireless links and VPN connections. At locations delayed by BT network works, ClearView installed temporary 4G routers, allowing remote commissioning and keeping the project on schedule.
Centralised Monitoring with AI Support
A new workstation at the Council’s monitoring centre gives operators instant access to live and recorded footage from all sites. The AI-enabled Video Management System simplifies navigation, speeds up incident review, and highlights unusual activity — all through an interface that requires minimal training to operate.
Project Outcome
Since the system went live, there has been a noticeable reduction in vandalism and anti-social behaviour, particularly in previously high-risk areas. The ability to monitor multiple sites in real-time, combined with high-definition footage and intelligent analytics, has given the Council a more proactive approach to public space security.
