ClearView provides CCTV maintenance, installations and upgrades throughout Basildon Borough Council.
In early 2021, Basildon Borough Council tendered to renew their contract for both preventive and reactive CCTV maintenance. As part of the contract, they planned to repair 237 CCTV cameras across various locations and mobile CCTV systems to enhance security and surveillance in key areas.

The council aimed to ensure seamless maintenance and functionality of CCTV systems across multiple towns, covering a wide range of public spaces such as town centers, shopping areas, community centers, and parks. The contract required a provider capable of handling extensive SLA’s while also supplying and installing new mobile CCTV systems.
After a competitive tender process, ClearView was successfully awarded the CCTV maintenance contract. ClearView’s expertise in CCTV maintenance, repair, and installation played a crucial role in securing the contract.
The contract covers the maintenance and servicing of CCTV systems across multiple locations, ensuring reliable surveillance and security for residents and visitors. The locations included in the agreement are Town Centres and public buildings, parks and open spaces, retail and community areas, Government buildings, public housing and waste sites.

Since 2021, ClearView has also been responsible for expanding the Council’s CCTV network. This includes upgrading and installing new CCTV systems across targeted borough estates such as Elizabeth Way Shops, Ballards Walk, and Felmores. The project involved installing cameras at strategic locations with remote viewing capabilities, enhancing security and surveillance to prevent criminal activity in line with the Safer Basildon Partnership.
Safer Basildon Partnership The Safer Basildon Partnership is the borough’s community safety initiative with the vision of “Working together to make Basildon a Safer Place.” As part of this initiative, Basildon Council operates a Public Space CCTV system, recording footage 24/7 throughout the year. The key objectives of the council’s CCTV operations are:
- Reducing the fear of crime
- Deterring and detecting crime
- Enhancing community safety
- Assisting with traffic management
- Supporting civil proceedings
- Discouraging anti-social behaviour, including alcohol and drug-related issues
ClearView is proud to support Basildon Council in achieving these safety goals and prides itself on significantly improving CCTV system performance. Upon takeover, only 78% of the council’s cameras were operational. By upgrading wireless infrastructure, installing new cameras, reconfiguring existing equipment, and commissioning upgrades, the system now operates at 99% efficiency. Throughout the contract ClearView has achieved a first fix rate of 96% and has met all contractual SLA’s to ensure the system operates at maximum efficiency and is working at all times, creating a safer Basildon.


The partnership between Basildon Borough Council and ClearView has reinforced the council’s commitment to public safety. By maintaining, upgrading, and expanding its CCTV infrastructure, the Council continues to enhance security across its towns, ensuring that both residents and visitors benefit from a well-monitored and secure environment.
